Vital Statistics

IN ACCORDANCE WITH NECESSARY COVI9-19 PRECAUTIONS AND THE CITY’S REOPENING PLAN, THE OFFICE OF THE CITY SECRETARY IS OPEN DURING THE FOLLOWING HOURS FOR APPOINTMENTS AND WALK-INS FOR BIRTH AND DEATH RECORD APPLICATIONS.  WALK-IN APPLICANTS ARE SEEN BY THE FISCAL CLERKS, WHEN/IF A TIME SLOT IS OPEN ON A FIRST-COME, FIRST-SERVE BASIS.  

 

The Office of the City Secretary Vital Records Department is open for Walk-Ins at the following times:

 

Monday, Wednesday, and Friday—8:30 am to 11:00 am AND 1:15 pm to 4:00 pm
Tuesday and Thursday—8:30 am to 11:00 am

 

APPLICANTS ARE ENCOURAGED TO SCHEDULE AN APPOINTMENT TO AVOID STANDING IN A LONG LINE, AND AN APPOINTMENT MAY BE SCHEDULED THROUGH OUR ONLINE APPOINTMENT CALENDAR.  TO SCHEDULE AN APPOINTMENT, PLEASE CLICK ON THE “APPOINTMENTS” LINK TO THE LEFT.  If you do not have the ability to schedule an appointment online, please call our office at (956) 548-6042 for assistance.  

 

TO OBTAIN A BIRTH OR DEATH RECORD, you may also SUBMIT AN APPLICATION BY MAIL OR BY DROPPING OFF YOUR APPLICATION IN THE NIGHT DROP AT CITY PLAZA LOCATED AT 1034 E. Upon arrival, please have your application completed and have the proper form of Identification(s) and payment with you.   You will be asked to stand on the social distance markers until you can be seen.  You are asked not to bring any more people with you than necessary.  

 

Effective 06/22/2021, the Office of the City Secretary offers an online application option and toll-free phone application option through VitalChek that will allow the applicant to complete the application for a birth or death record, upload the required form(s) of identification and/or document(s), and pay the required fees online or by phone.  Please click on the link to the left entitled “Apply for a Birth or Death Record Online” or scroll down to the section below entitled, “How to Apply for a Birth or Death Certificate” and click on the link next to “Online” or call the toll-free number next to “By phone:”  

 

The Office of the City Secretary maintains records of birth, death, and fetal deaths that occur in the City limits of Brownsville, Texas.

If you were born outside the City limits of Brownsville you must obtain your long-form birth certificate (Certified Copy) from the Cameron County Office.

BORN IN TEXAS AFTER 1925, BUT NOT IN BROWNSVILLE, TEXAS

The Office of the City Secretary has access to an Abstract size birth certificate through the Texas Vital Statistics Remote Access Computer.

Qualified Applicant and Requirements

All documents proving qualified applicant must be original documents; copies are not accepted. If you are mailing in a request, please refer to the tab entitled "How To Apply" for more detailed information.

Parent

  • A picture ID from a list of primary identification
  • The parent’s name must be listed on the birth certificate

Self

  • A picture ID from the list of Primary identification

Grandparent

  • A picture ID from the list of Primary identification
  • Must provide the birth certificate of Mother/Father of the child
    • Related parent must be listed on requested birth certificate

Spouse

  • Picture ID from list of Primary identification
  • Documentation associated with the marriage such as:
    • (Marriage Certificate NOT Accepted)
    • Most recent Income Tax Return
    • Mortgage Payment Statement,
    • Property Taxes.
    • Documents must display applicant and spouse name.

Son/Daughter

  • Picture ID from list of Primary identification
  • Must provide his/her birth certificate
    • Related parent must be listed on requested birth certificate

Brother/Sister

  • Picture ID from list of Primary identification
  • Birth Certificate of Applicant that associates them to the person on the record (showing name of same parent)

Legal Guardian

  • Picture ID from list of Primary identification
  • Certified Court Order showing legal custody

Attorney

  • Picture ID from list of Primary identification
  • Certified copy of a court issued document that establishes legal interest
  • Bar Card

Proof of Eligibility

Each applicant must present a valid primary form of identification along with their application. If the application is unable to present a valid primary form of identification, please see the list of acceptable documentation. 

The acceptability of the identification presented by the customer is at the discretion of the Local Registrar and/or Deputy Registrar. 

How to Apply for a Birth or Death Certificate

Birth and Death Certificate(s) can be obtained by applying online or calling the toll-free number provided, in person, or through the mail.

The Vital Statistics Section uses VitalChek to allow applicants to apply for, upload the required form(s) of identification, and pay for birth and death certificates online from the anywhere on a computer, smartphone, or tablet from any location.  After your application is processed, our office will mail your certificate OR expedited delivery services BY UPS may be requested through VitalChek for an additional fee.  

By phone:  Toll-Free Number:  1-855-833-5127    The Vital Statistics Section also uses VitalChek to allow applicants to apply for and pay for birth and death records via this toll fee number. You will still be required to submit your required form(s) of identification electronically or by fax at the following Fax Number:  1-844-954-1030. This is only the fax number for submitting identification and documents to VitalChek.  This is NOT the fax number for the Office of the City Secretary.  After your application is processed, our office will mail your certificate OR expedited delivery services BY UPS may be requested through VitalChek for an additional fee.  

In person: The Vital Statistics Section of Office of the City Secretary is in the City Plaza Building located at 1034 E. Levee St. 1st floor.  The hours of operation for walk-ins and appointments are:

  • Monday, Wednesday, and Friday—8:30 am to 12 pm and 1:15 pm to 4:30 pm (Closed for lunch between 12 pm and 1 pm)
  • Tuesday and Thursday—8:30 am to 11:30 pm

The office is also closed on approved City holidays and Special Events.   Free parking is available in the parking lots on St. Charles St., located behind City Plaza.  

By Mail or By Drop-off in the Night Deposit/Drop Box located at 1034 E. Levee Street: 
You may request the certificate by completing the application, having the application sworn by a notary public, and including a copy of your photo ID, proof of relationship, and money order payable to the City of Brownsville. You may then mail the application to the PO Box below OR you may deposit an envelope with the completed application, copy of required ID(s), documents, and money order into the night deposit/drop box outside the building located at City Plaza on 1034 E. Levee Street.

For expedited services when applying by mail or by drop off in the night-drop located on Levee St.:  Send the completed application by United States Postal Service or United Parcel Service and include a prepaid envelope.

Other Services

Acknowledgement of Paternity (AOP)
City Secretary Office processes Acknowledgment of Paternity’s (AOP) by appointments only. The AOP process establishes legal paternity for a child born to unmarried parents. The AOP is a legal document under Texas Law and has the same effect as a court order establishing paternity. Both parents must be present and provide valid identification for notarization, $6 fee.

The fee to file the new birth certificate based on paternity is $25.00. The additional fee for a certified copy of the updated birth record is $22.00. Fees are paid directly to the State Vital Statistics Office at P.O. Box 12040, Austin, Texas, 78711-2040.  Further information can be obtained online directly from the Texas Department of Health Services Vital Statistics web page.

Amendment of a Birth and/or Death Certificate
An amended certificate may be filed to complete or correct a record that is incomplete or proved by satisfactory evidence to be inaccurate. The fee to file an amendment is $15.00. The additional fee for a certified copy of the updated birth record is $22, and death record is $21. Fees are paid directly to the State Vital Statistics Office at P.O. box 12040, Austin, Texas, 78711-2040. Further information can be obtained online directly from the Texas Department of Health Services website.
